At the same time, law enforcement agencies have intensified their efforts around gun cases, which are disproportionately filed against Black men. Several scholars suggested that changes to public safety priorities have reduced police and prosecutors’ focus on nonviolent offenses, such as low-level drug possession, theft, and prostitution. Now you can view the charges in our data broken down by race, gender, and ethnicity. The Circuit, our project with the Better Government Association and DataMade, examines Cook County criminal court data from over 3 million cases between 20. (Because of changes in the way the Circuit Court clerk recorded race and ethnicity over time, it’s difficult to make similar comparisons for the rate of charges against Latinx defendants.) In 2000, 57% of defendants in Cook County Circuit Court were Black in 2018, 65% were Black. But our analysis shows that Black people make up a larger share of defendants charged in criminal court in recent years compared to 20 years ago. People of color have always been disproportionately represented in the criminal justice system. Over 60% of those were filed against Black people, according to an analysis of Cook County court data by The Circuit, even though Black people only make up about a quarter of the county’s population. More than 3 million criminal cases were filed in Cook County between 20. But a closer look at the trend reveals stark racial disparities that have only worsened over time. The number of people charged in criminal cases has declined steadily in Cook County over the last two decades. As the number of criminal cases has decreased, racial disparities in the courts have increased. Black people are now incarcerated in the Cook County Jail at more than 17 times the rate of white people, according to an analysis of jail population and census data by The Circuit.
